The year was 1978. The world was changing, but in a small fishing village called Shenzhen, life moved at its own ancient pace.
In a small fishing village in the Pearl River Delta, a fisherman named Ah Chen pushed his wooden boat into the shallow waters before dawn. His hands, rough from decades of hauling nets, moved with practiced efficiency. The village of Shenzhen, with its scattered thatched-roof cottages and narrow dirt paths, was just waking up to another ordinary day in what would soon become an extraordinary year.
But something was stirring in the corridors of power hundreds of kilometers away in Beijing. A meeting would soon take place that would transform not just this humble fishing village, but the entire nation—and eventually, the world.

The Weight of History: Why China Needed Change
To understand what happened in 1978, we need to travel back through the decades and see the path that led China to this moment of transformation.
In 1949, the People's Republic of China was born after decades of war and humiliation. The new government faced an enormous task: building factories, constructing railways, opening schools, and feeding a population that had suffered through years of hardship. The nation was poor, primarily agricultural, and desperately in need of modernization.
With Soviet assistance, China began large-scale industrialization during the 1950s. Factories rose across the northeast, creating an initial industrial base. But the Cultural Revolution, which began in 1966, disrupted this progress and threw the country into turmoil.
What was the Cultural Revolution? It was a decade-long political movement that paralyzed the nation. Under the slogan "class struggle is the key link," countless intellectuals, cadres, and scientists were persecuted. Schools closed, factories stopped production, and society fell into chaos. Agricultural production suffered terribly, and many farmers went hungry despite their hard work.
> > "Those were poor times. We could hardly afford meat throughout the year. The grain distributed by the production team was barely enough to survive on," recalled an elderly person who lived through those times.
By 1978, China's national economy was on the brink of collapse. Nearly 200 million people were undernourished, and vast numbers in rural areas lived in absolute poverty. Cities suffered from severe shortages—cloth required coupons, grain required coupons, meat required coupons. The planned economy's shortage economy made daily life extraordinarily difficult.
On the international stage, China faced enormous pressure as well. By 1978, developed nations had per capita GNPs exceeding $8,000, while China's was less than $200. The technological gap with the West was widening, not narrowing. When Japan's bullet trains reached speeds of 200 kilometers per hour, China's trains crawled along at just a few dozen. When American computers entered their third generation, China had only just developed its first microcomputer.
"We must be determined to develop science and technology. Without science and technology, productivity cannot improve." This was the sentiment of a Chinese leader who had just returned to work—Deng Xiaoping.

The Turning Point: The Third Plenary Session
On December 18, 1978, in the Great Hall of the People in Beijing, the Third Plenary Session of the 11th Central Committee of the Communist Party of China convened.
It was the coldest day of winter in Beijing, but the Great Hall buzzed with warmth. Central Committee members from across the nation gathered, many having just emerged from the shadows of the Cultural Revolution, their faces marked by hardship but their eyes filled with anticipation.
This meeting was crucial because it completely rejected the "Left" errors since the Cultural Revolution and established the strategic policy of shifting the focus of Party and national work to economic development. The meeting explicitly proposed to "comprehensively reform the economic system," to "open up to the outside world," and to "develop socialist commodity economy."
"Poverty is not socialism," Deng Xiaoping firmly stated at the meeting. "We should let some people and some regions get rich first, then use their example to help others and other regions achieve common prosperity."
This statement was revolutionary! In that era, such assertions required tremendous political courage. For a long time, "equalitarianism" was deeply rooted in Chinese society, and people feared "standing out" or being the first target of criticism. Deng Xiaoping's words broke the ideological chains and sounded the trumpet for reform and opening-up.
The meeting also decided to "establish agricultural production responsibility systems in rural areas," to allow "market regulation" to play its role, and to "introduce foreign advanced technology, capital, and management experience." These seemingly unthinkable proposals at the time later proved to be the only path to China's prosperity and strength.

The Spring Story: The Conception of Special Economic Zones
Less than a month after the Third Plenary Session, in January 1979, Deng Xiaoping visited Guangdong Province once again.
Guangdong, this southern coastal province, faces Hong Kong across the sea. Historically, it was an important window for China's foreign trade, one of the starting points of the Maritime Silk Road. However, after the founding of New China, due to Western blockade and the influence of extreme "Left" policies, Guangdong's economic and social development fell behind, and people's lives remained poor.
An important purpose of Deng Xiaoping's visit was to conduct an on-site inspection of the feasibility of establishing a special economic zone there.
"Export processing zones, free trade zones—many Asian countries and regions have been doing this for many years with good results. Why can't we do the same?" Deng Xiaoping asked during discussions with Guangdong provincial leaders.
"We can designate an area and call it
