Chapter 1: Pre-Mongol Eurasian Communication and Governance Traditions
In 1907, when British archaeologist Aurel Stein excavated the sealed earth of a Han Dynasty beacon tower north of Dunhuang, a perfectly preserved Sogdian wooden casket was unearthed. Inside were six letters written in 313 CE by a Samarkand merchant named Nezak: one was a safe-arrival letter to his elderly mother back home, asking if the family’s vineyard had been trampled by Xiongnu horse herds; another was a cargo list for his business partner in Luoyang, pressing for payment on 200 bolts of silk shipped to Loulan three years prior; a third asked a Dunhuang colleague to keep an eye on three camels stolen outside Yang Pass. Stein wrote in his excavation notes: “The recipient of this letter will never receive it—just like cross-continental communication across Eurasia at the time, forever stuck in the regret of ‘almost there’.” That guy probably never imagined that his dunning letter would become key evidence for studying pre-Mongol Eurasian governance systems a thousand years later.

1.1 The Nomadic Steppe Relay System: Fast as Lightning, But Only for Its Own
The earliest cross-continental communication system in Eurasia was born on the Mongolian steppe in the 3rd century BCE. After Mod
This nomadic relay system was essentially a "high-speed information private network" custom-built for war: all resources were prioritized for military use, and the only content transmitted was military intelligence, the Chanyu's edicts, and tribal mobilization orders. Ordinary herders had to pull strings with the official couriers just to send a letter home, let alone outsiders. In 1972, an Inner Mongolian archaeological team unearthed three burnt wooden slips, half a fragment of scout leather armor, and 10 Xiongnu head-shaped tally sticks at the beacon tower site in the Hangai Mountains, fully restoring the operating logic of this system: a beacon tower was set up every 15 kilometers, and the duty soldiers, in addition to regular bows, arrows, and rations, were equipped with 3 fast horses, 1 carrier pigeon, and enough wormwood and beef tallow to burn all night—smoke signals during the day, fire signals at night, with different quantities of smoke and fire corresponding to enemy threats of different scales. According to the *Records of the Grand Historian: Biography of the Xiongnu*, "When beacon fires are lit, all feudal lords come to reinforce." The radiation range of this signal system could reach 1,000 kilometers, nearly two centuries earlier than the beacon system of the Central Plains dynasties. The archaeological team also found an unsent Xiongnu military intelligence slip at the site, which read: "Donghu cavalry have crossed the border, send the Right Wise King's troops to intercept immediately." The scorch marks on the slip showed that it was accidentally baked by the beacon fire and left behind, and the messenger was most likely killed by Donghu cavalry during delivery—this perfectly confirms the biggest flaw of this system: once the transmission link is cut off, information disappears completely, with no backup plan.
1.2 The "Triple Gate" of the Steppe System: Fast, But Only Open to Insiders
