When one speaks of Chengdu, a curious paradox immediately presents itself: this is a city that appears to defy the conventional tension between leisurely living and rapid economic development. In the popular imagination, "slow living" conjures images of afternoon tea in European cafés, retirement communities in Mediterranean coastal towns, or perhaps the drowsy charm of small towns where time moves at its own unhurried pace. Meanwhile, "rapid growth" suggests the relentless dynamism of mega-cities—the glass towers of Shanghai's Lujiazui, the neon-lit commercial districts of Shenzhen, the perpetual construction sites of Guangzhou. Chengdu, however, seems to occupy an impossible middle ground, where citizens enjoy an enviable quality of life while the city consistently ranks among China's fastest-growing urban economies.
This book seeks to understand how Chengdu achieves this remarkable synthesis, and what its experience can teach us about the possibilities—and limitations—of urban development in the twenty-first century. The Chengdu phenomenon challenges us to rethink fundamental assumptions about the relationship between lifestyle preferences and economic performance, between cultural traditions and modern aspirations, between regional identity and global integration. As we shall see, the answer lies not in choosing between slow living and rapid growth, but in understanding how these seemingly contradictory impulses can be reconciled through specific institutional arrangements, policy choices, and cultural resources.
1.1 The Academic Construction of "Slow Living"
The concept of "slow living" (慢生活, màn shēnghuó) has multiple intellectual lineages, each contributing to its contemporary meaning. In Western academic discourse, the "slow movement" emerged in the late twentieth century as a reaction against the acceleration of modern life. Sociologist Hartmut Rosa, in his influential work on social acceleration, argues that modernity is characterized by three interconnected processes: technological acceleration (the speeding up of transportation, communication, and production), the acceleration of social change (the shortening of fashion cycles, the obsolescence of knowledge, the instability of social structures), and the acceleration of the pace of life itself (the sense that there is never enough time). The slow movement, in its various manifestations—from Carlo Petrini's Slow Food movement launched in 1989 to the Cittaslow (slow cities) network founded in Italy in 1999—represents an attempt to resist or mitigate these accelerative pressures.
The Cittaslow movement, in particular, offers a useful model for understanding what "slow living" might mean at the urban scale. Founded in Orvieto, Italy, the Cittaslow model emphasizes several key criteria: environmental quality (pollution levels, noise, and waste management), infrastructure quality (pedestrian zones, bicycle paths, public transport), urban morphology (harmonious architecture, quality of public spaces), product quality (local crafts, organic agriculture), hospitality and neighborliness (welcoming atmosphere, sense of community), and quality of life management (health, education, cultural events). Importantly, the slow city model is not about stagnation or rejecting modernity; rather, it seeks to shape development in ways that preserve human scale, environmental sustainability, and cultural distinctiveness.
In the Chinese context, "慢生活" carries additional connotations rooted in local philosophical traditions and contemporary social anxieties. The Taoist emphasis on naturalness, spontaneity, and harmony with the rhythms of the universe offers a cultural foundation for valuing slowness and deliberation. The Chengdu region's association with the "Tianfu" (天府, literally "Land of Abundance") concept, dating back to Shu state mythology, suggests a long-standing cultural orientation toward enjoying the bounty of a fertile land rather than endlessly pursuing material accumulation. At the same time, the rapid urbanization and economic growth of Reform-era China have generated widespread concerns about work-life balance, environmental degradation, and the loss of traditional ways of life—concerns that the "慢生活" discourse addresses.
1.2 Conceptualizing "Rapid Growth"
"Rapid growth" (快增长, kuài zēngzhǎng), as an analytical category, requires equal conceptual precision. In economics, urban growth is typically measured through indicators such as Gross Domestic Product (GDP) growth rate, GDP per capita, industrial output value, fixed asset investment, foreign direct investment, and fiscal revenue. Chengdu's growth performance in these dimensions has been remarkable. Between 2000 and 2022, Chengdu's GDP grew from approximately 131 billion yuan to over 2 trillion yuan, an expansion of more than fifteen-fold in nominal terms. This trajectory placed Chengdu among the fastest-growing major cities in China and, indeed, in the world.
However, understanding Chengdu's "rapid growth" requires moving beyond simple quantitative measures. Economic growth theory, from the Harrod-Domar model to endogenous growth theory, emphasizes that sustainable growth depends not merely on capital accumulation but on factors such as technological innovation, human capital development, institutional quality, and knowledge spillovers. In Chengdu's case, the nature of growth has evolved significantly over time. In the early reform period, growth was driven primarily by expanding manufacturing capacity, particularly in labor-intensive industries such as electronics assembly and food processing. More recently, growth has increasingly been fueled by the service sector, digital economy, high-tech manufacturing, and creative industries. This structural transformation complicates any simple characterization of Chengdu as merely "growing fast."
Furthermore, the concept of "rapid growth" must be situated within broader debates about development pathways and urban futures. The Chinese model of rapid urbanization and industrialization has been subject to extensive scholarly critique, particularly regarding its environmental costs, social inequalities, and governance challenges. Yet Chengdu's experience also demonstrates that rapid growth need not necessarily entail the complete destruction of urban quality of life or cultural her
