Shenzhen, as China's "window" and "testing ground" for reform and opening-up, has witnessed one of the world's largest and fastest processes of institutional change and spatial reconstruction over its forty-plus years of urbanization. From its establishment as a city in 1979 to becoming a megacity with a permanent population exceeding 17.56 million by 2020, Shenzhen's developmental trajectory has not only reshaped the regional landscape of the Pearl River Delta but also become a critical case for understanding China's urbanization during its transformative period. However, when attempting to distill the "Shenzhen model" or "Shenzhen experience," we find that existing research often focuses on single dimensions: economic literature emphasizes the dividends of market-oriented reforms, geography examines spatial evolution of land use, sociology highlights demographic changes, and political science focuses on local governance innovations. This disciplinary fragmentation fails to capture the complex mechanisms of dynamic coupling and mutual reinforcement among institutions, industries, and population in Shenzhen's development. The core proposition of this book is that Shenzhen's urbanization is not a linear process driven by any single factor—be it institutional, industrial, or demographic—but an organic system where these three elements form a self-reinforcing, spiraling upward cycle. Understanding this system requires moving beyond static causal analysis to embrace dynamic, feedback-oriented systems thinking.
Institutional innovation, within the context of socialism with Chinese characteristics, carries a broad meaning that encompasses not only formal rules such as constitutions, laws, and regulations but also party policies, administrative orders, local conventions, and even informal "unwritten rules." This broad understanding stems from the Chinese governance tradition's "party-government-law" trinity, where party policies, government administration, and legal systems are nested and collectively constitute the governance framework. Therefore, "institutional innovation" in Chinese specifically refers to the creation of new rules, mechanisms, or organizational forms through localized breakthroughs within the existing systemic framework. The most distinctive feature of Shenzhen's institutional innovation is the "policy experimentation" model: under the premise of maintaining macro-institutional stability, the central government authorizes local governments to "take the lead in trying out" (first-in-first-out trial) in specific fields and areas, with successful experiences subsequently elevated to national institutions after summarization. This process can be summarized as a three-stage cycle of "top-level design—local exploration—national promotion" (Zhu, 2019).
Unlike the new institutional economics (North, 1990), which interprets institutional innovation as technical changes that reduce transaction costs, Shenzhen's institutional innovation emphasizes political drivers and experimental gradualism. It is not a bottom-up spontaneous evolution but a top-down authorized experiment; its success criteria extend beyond economic efficiency to include political value of being "replicable and promotable." Operationally, this book decomposes institutional innovation into three sub-dimensions: property rights system innovation (e.g., Shenzhen's first land auction in 1987, exploration of rural collective construction land entering the market in 2005), administrative management system innovation (e.g., "two-level government, three-level management" structural reform in 1992, "second-approval" government services in 2019), and social management system innovation (e.g., household registration system reform in 2010, talent housing policy in 2020). These innovations do not occur in isolation but form interrelated "institutional clusters" that collectively shape Shenzhen's "institutional environment."
Industrial migration in Shenzhen's context exhibits dual characteristics: externally, it involves承接 (receiving) the transfer of labor-intensive industries from Hong Kong and other Pearl River Delta regions; internally, it entails a stepwise leap from low-end manufacturing to high-tech industries. This process is not merely a geographical displacement of industries but a systematic transformation in value chain position, technological complexity, and organizational form. This book defines industrial migration as "systematic displacement of industries in terms of space, hierarchy, and organizational forms," emphasizing its symbiotic relationship with the institutional environment—industrial migration is both shaped by institutional innovation and, in turn, drives institutional adjustments.
Shenzhen's industrial migration can be divided into three historical stages (Zhang, 2021): the "three-plus-one" processing stage (1980s-1990s), characterized by the northward shift of Hong Kong's manufacturing industry and institutional manifestations such as land concessions and tax incentives; the "high-tech industrialization" stage (1990s-2010s), marked by the rise of local enterprises like Huawei and Tencent, with institutional features including technology park construction and venture capital mechanisms; and the "innovation-driven" stage (2010s-present), focusing on future industries like artificial intelligence and biomedicine, institutionalized through increased basic research funding and strengthened intellectual property protection. Each stage of industrial migration is accompanied by corresponding institutional innovations: early reliance on "policy lows" to attract investment, mid-term dependence on "market environment" to cultivate enterprises, and recent shift toward "innovation ecology" to build global competitiveness.
Notably, Shenzhen's industrial migration exhibits "i
