Why the Ottomans Still Matter: An Introduction
What can a vanished empire still offer to an ordinary reader of the 21st century?
This question is not rhetorical — it is the premise of everything that follows.
In most Chinese- and English-language textbooks, the Ottoman Empire is often flattened into two extreme images: the "destroyer of the Silk Road" — the Eastern threat that sacked Constantinople in 1453 and monopolized East–West trade — or the "post–World War I wreckage" — a footnote alongside the Habsburgs and Romanovs, illustrating how old empires inevitably collapse. Opposite as they are, both narratives share the same hidden assumption: the Ottoman past is "already over," a museum specimen rather than a living reference.
What this book seeks to dismantle is precisely that assumption.
The Ottomans are among the rare empires that simultaneously satisfied three conditions: long-term rule across three continents (cross-continental rule); continuity of core institutions for over four centuries without revolutionary rupture (long-duration stability); and an elastic coexistence among Islam, Christianity, and Judaism (multi-religious co-governance). Few polities in human history met all three. Rome failed on long-duration stability (the Western Roman Empire collapsed in 476); the Mongols failed on multi-religious governance (they wavered on cultural assimilation); the British failed on the depth of continental rule (they relied on indirect control in most colonies). Only the Ottomans came close to meeting all three at once.
This is why we must re-acquaint ourselves with it: an empire that was simultaneously cross-continental, stable, and plural is an unavoidable reference point for any contemporary discussion of "how large plural polities function." Whether you study EU fiscal transfers, multinational corporations' ethnic workforce management, or how immigrant nations handle religious diversity, you will eventually collide with problems the Ottomans once faced.
This chapter is the doorway. We will answer four cascading questions: Why the Ottomans and not another empire? What framework do we use to dissect it? Why bilingual? How can ordinary readers keep up with academic pace?

1.1 Why the Ottomans and Not Another Empire?
To select a historical case as a "reference framework," it must meet two criteria: comparability and irreplaceability. The former guarantees we can derive general lessons; the latter guarantees it cannot be easily substituted.
Let us make this intuitive with a comparison table.
> 表 1-1 六大帝国的三轴对比 / Three-axis comparison of six empires > 数据来源:作者整理;评分基于核心制度连续性而非单纯国祚 / Data compiled by the author; scoring based on institutional continuity rather than mere dynastic longevity.
The reason the Ottomans stand alone is not excellence in every dimension but a rare balance across all three. Rome scored high on continental reach and pluralism but failed on stability; the Mongols peaked on cross-continental reach but wavered on religious co-governance; the British scored well on stability and pluralism but exercised far shallower rule over its colonies than the Ottomans did over their core provinces. When one dimension excels while others collapse, the case cannot answer "how to govern under multiple tensions at once." The Ottomans' rarity is precisely that they survived multiple tensions simultaneously.
Why does long duration matter in particular?
Short-lived empires bequeath mostly "founding myths" — how Genghis swept Eurasia, how Napoleon remade Europe. We do not see how institutions age, repair, and re-age under pressure. The Ottomans' six centuries are long enough to observe how the *devshirme* (child levy / blood-tax recruitment) — initially an efficient manpower-extraction tool — hardened by the 17th century into a self-perpetuating elite channel; long enough to see how the *timar* (cavalier fief) fiscal function shifted from early military incentive to a tax-avoidance vehicle for provincial notables. In short, the Ottomans provide a complete "institutional life-cycle history" no short-lived empire can substitute.
Why does multi-religious co-governance matter in particular?
One of the largest governance challenges of our time is maintaining state integration in religiously and ethnically plural societies. The Ottoman *millet* (communal autonomy system for non-Muslims) provides a four-century-long laboratory: non-Muslim communities received religious and civil autonomy, but were required to submit to the empire in taxation, military service, and foreign policy. The arrangement had its brilliance (it reduced the intensity of religious conflict) and its shadow (it politicized religious identity). Understanding this experiment directly mirrors how we read Lebanon, Iraq, and intra-EU religious governance today.

2.1 The Three-Axis Framework: Military, Fiscal, Ethnic Governance
The reader may ask: since the Ottomans dealt with countless matters, how can three axes suffice?
The answer lies in "interlock." The Ottoman Empire's core institutions were not isolated modules but a set of meshing gears: military expansion required fiscal extraction; fiscal extraction depended on ethnic division of labor; ethnic division of labor was reinforced by military reproduction. When any one gear jammed, the other two deformed with it. The book's "Imperial Three-Axis
