Before the Boom: 深圳的前世今生 / Shenzhen's Historical Origins

At the shore of Shenzhen Bay, a modern urban skyline rises from the ground—Ping An Finance Centre, China Merchants Tower, the Spring Bamboo Shoots Tower—these glass giants stand guard over the Pearl River estuary. Gazing from the top of Lianhua Hill, it's difficult to imagine that just over forty years ago, the tallest building on this land was a five-story department store. It's even harder to fathom that this city's origins trace back over two thousand years to the Qin and Han dynasties, to a remote borderland where inhabitants survived by fishing and farming.
The fate of this land has undergone countless turns through the long course of history. It once shared administrative unity with Hong Kong, bound together intimately; it was also separated by war, facing each other across the sea. It was chosen in the reform and opening-up spring breeze to become China's experimental field connecting to the world; yet just forty years ago, it was merely an obscure border county that few had heard of.
In this chapter, we will turn back the clock to explore Shenzhen's historical origins. We begin with the Nanhai Commandery of the Qin and Han dynasties, tracing this land's common roots and shared history with Hong Kong, recounting the poignant story of their separation after the Opium War, and reconstructing the true face of that unremarkable border county in 1979. Through historical photographs, oral accounts, and dusty archives, we will understand the literal meaning of "starting from zero"—not merely a metaphor, but the genuine reality faced by the architects of the Special Economic Zone.

A Thousand Years Begin: The Border Fishing Village of Nanhai Commandery
To understand Shenzhen's history, we must first grasp this land's original positioning in Chinese civilization. When the historians of the Central Plains dynasties were penning the grand achievements of emperors and generals in Sima Qian's *Records of the Grand Historian*, this piece of land on the eastern shore of the Pearl River estuary was merely marked as a vague coordinate on the edge of imperial maps—Nanhai Commandery, a name that from the outset carried the scent of frontier territories.
In 214 BCE, after unifying the six kingdoms, Emperor Qin Shi Huang dispatched a massive southern campaign against the Baiyue peoples and established three commanderies in the Lingnan region: Guilin, Xiang, and Nanhai. According to the *Records of the Grand Historian*, the Nanhai Commandery comprised counties such as Panyu, Boluo, Zhongxiu, Jieyang, Longchuan, and Heyuan, covering roughly most of present-day Guangdong Province. From this point forward, this land was incorporated into the unified imperial territory of China.
However, Nanhai Commandery in those times was far from a prosperous or wealthy region. The climate was humid and sweltering, malaria was rampant, and people from the Central Plains viewed it as a place to be feared. When the Nanhai Commandery Commandant Ren Xiao stood at the northern shore of the Pearl River estuary gazing inward, his heart was likely filled more with nostalgia than with ambitions of territorial expansion. His famous words to Zhao Tuo before his death—"Panyu is protected by mountains and surrounded by the dangerous Southern Sea, spanning thousands of li east and west, with many Chinese people here to assist; this could indeed be the master of a province"—are often cited to illustrate Lingnan's strategic value, yet few notice the resignation implicit in Ren Xiao's words, the sense of being forced into exile in wilderness.
During the late Qin and early Han period, when China fell into chaos, Zhao Tuo seized the opportunity to declare independence in Lingnan, establishing the Nanyue Kingdom with its capital at Panyu. This period marked the first time the Pearl River estuary region had a relatively independent political entity separate from the Central Plains dynasties. However, the Nanyue Kingdom lasted merely ninety-odd years before being destroyed by Emperor Wu of Han in 111 BCE, and Lingnan was reintegrated into the imperial territory. Over the following several centuries, although the Central Plains dynasties' control over Lingnan fluctuated, this land remained on the periphery of imperial maps—not for lack of desire to develop it, but simply because it was too far to govern effectively.
During the Three Kingdoms period, Eastern Wu general Lu Yin was appointed as the Prefect of Nanhai, overseeing the construction of maritime Silk Road strongholds connecting the region to overseas trade. During this era, the Pearl River estuary began seeing increased maritime commercial activity, though still limited in scale. It wasn't until the Tang and Song dynasties, as the Maritime Silk Road flourished, that Guangzhou emerged as the most crucial foreign trade port, gradually elevating the economic status of the Pearl River estuary region.
However, throughout ancient history, this eastern shore of the Pearl River estuary—the area that would later become Shenzhen—left virtually no major events worth recording in the annals. There was no significant city here, no renowned historical figures, no battles that profoundly shaped the future. It was like a quiet corner in the long scroll of Chinese civilization, existing silently without ever becoming a focal point.
If we consult the *Guangzhou Prefecture Gazetteer* from the Ming Dynasty, we find the earliest clear record of this land: the Dapeng Fort was initially constructed in the 27th year of the Hongwu reign (1394 CE) during the Ming Dynasty, one of the coastal defense garrisons established to resist wokou pirates. This small defense post called "Dapeng," with an garrison of approximately one thousand troops, was responsible for guarding the lengthy coastline from Shenzhen to Daya Bay. This tiny military fortress is the precursor of today's Dapeng Ancient City in Shenzhen and the earliest documented urban雏形 (embryonic form) of the Shenzhen region.
The establishment of Dapeng Fort marked the beginning of relatively stable population settlements in this region. However, the name "Shenzhen" did not appear until the early Qing Dynasty. According to historical records, the place name "Shenzhen" first appeared in documents from the Kangxi reign period of the Qing Dynasty, derived from a sm
