On the morning of April 1979, on the eastern shore of Shenzhen Bay in the Pearl River Delta, a dull explosion shattered the tranquility of this southern Chinese countryside. In the barren marshland and hills of Shekou, a hilltop was blasted open, earth was leveled, and the embryo of a new industrial city began to emerge from this frontier land that had long been "ignored by the center and overlooked by the province." No one could have foreseen that this blast would become the most iconic historical footnote of China's reform and opening-up—it was the first cry from a China that had been silent too long, and the overture to a nation re-embracing modern civilization after a decade of turmoil.
Yuan Geng, the chief commander of the Shekou Industrial Zone construction, stood not far from the blast site and personally lit the fuse. This 73-year-old veteran revolutionary, recruited from the China Merchants Group, harbored a bold experiment in his heart: on this patch of land of only 2.14 square kilometers, he would test an entirely new development model—attracting foreign investment, implementing a market economy, and breaking through the rigid planned economic system. Yuan later recalled that at the time, he had only one thought in mind: "We must fight our way through!" This slogan, later widely quoted, actually originated from Deng Xiaoping's words at the Central Working Conference in late 1978. Deng said: "A piece of land can be demarcated along the coasts of Guangdong and Fujian, and an industrial zone can be developed there with reference to foreign and Hong Kong experience. What should this place be called? Hong Kong people will surely say it's capitalist, and you may fear being labeled 'pro-capitalist.' I think we can call it a 'Special Zone.' The Shaanxi-Gansu-Ningxia border region was also a 'Special Zone.' The central government has no money—you must develop it yourselves, and fight your way through!"
The significance of this blast extended far beyond the engineering itself. In the grand narrative of modern Chinese history, it symbolized a fundamental paradigm shift—a nation that had wavered since the Opium War of 1840 between "Chinese learning as substance, Western learning for application" and "total Westernization" finally chose an entirely new path after the Third Plenary Session of the 11th Central Committee in December 1978. This path had no ready-made name and was later called "Socialism with Chinese Characteristics," but in that spring morning of 1979, its specific form was still far from clear. Yuan Geng's Shekou experiment, in a sense, charted the course for this still-forming path.

A Historical Crossroads: The Difficult Choice Between Isolation and Reform
To understand the deeper significance of Shenzhen's establishment as a city in 1979 and the development of Shekou, we must look back to more distant history. The fate of Shenzhen as a city was never an isolated local event; it was a product of the dramatic changes in the global political and economic landscape in the second half of the 20th century, and the result of China's forced strategic adjustment after a series of historical upheavals including the Korean War, the ten-year Cultural Revolution, and the rupture of relations with the Soviet Union.
After the founding of the People's Republic of China in 1949, the country rapidly aligned with the Soviet-led socialist bloc. During the First Five-Year Plan period (1953-1957), the 156 key industrial projects aided by the Soviet Union established the foundation of China's heavy industry, while Guangdong Province, where Shenzhen is located, primarily took on the roles of agriculture and light industry, supplying grain and primary agricultural products to the nation. However, after the Sino-Soviet rift in 1960, China was forced to develop independently after the Soviet Union withdrew its experts and terminated aid. Meanwhile, the United States imposed a comprehensive blockade on China after the Korean War, making Hong Kong and Taiwan the only limited points of contact between China and the world capitalist system.
During this period, deeply influenced by the Soviet model, China's economy developed a highly centralized planned economic system and a strategy prioritizing heavy industry. Guangdong, as a coastal province, saw its locational advantages not only fail to be fully exploited but also suffered numerous restrictions due to its designation as a "front line in the struggle against the enemy." In the nearly thirty years from 1950 to 1978, the Shenzhen area basically maintained the appearance of a traditional agricultural society: sparse population, backward economy, and scarce infrastructure. According to 1978 statistics, the urban area of Shenzhen town (the administrative town at the time) was less than 3 square kilometers, with a population of about 30,000 and a total industrial and agricultural output value of only about 60 million yuan. As the county seat of Bao'an County (originally named "Xin'an County," renamed in 1914), Shenzhen's level of development was even inferior to neighboring cities like Dongguan and Huizhou.
However, it was precisely this "backwardness" that gave Shenzhen an almost blank canvas. In the winter of 1978, as China's top decision-makers began seriously contemplating paths to economic development, Shenzhen—this frontier town that had been of no significance in the traditional development model—suddenly received an unprecedented historical opportunity. History is sometimes full of such dialectics: precisely those corners that were unimportant in the old system often contained the most fertile soil for new experiments.
From December 13 to 18, 1978, the Third Plenary Session of the 11th Central Committee was held, establishing the strategic decision to "shift the focus of the whole Party's work and the attention of the people throughout the country to socialist modernization." This meeting is regarded as the starting point of China's reform and opening-up, and its historical significance cannot be overstated. However, there was still a long distance between policy discussion and concrete practice. Although the communiqué adopted on December 22, 1978,
