Shanghai Transformed: The Concession Era and the Making of a Global Metropolis
In urban history, the story of a city is never merely about the city itself; it is always a narrative about the complex interactions among capital flows, institutional transformation, and the production of space. *Shanghai Transformed: The Concession Era and the Making of a Global Metropolis* approaches this methodological self-awareness by reexamining the urban development of modern Shanghai. The central argument of this book is that the fundamental driving force behind Shanghai's rise from a medium-sized county town at the mouth of the Yangtze River to the most important international metropolis in East Asia—during the nearly century-long period from its opening as a treaty port in 1843 to the outbreak of the full-scale Sino-Japanese War in 1937—was neither simple Western colonial expansion nor the spontaneous growth of Chinese indigenous capitalism. Rather, it was the triple-helix dynamic interaction among finance capital, shipping trade, and architectural form that collectively shaped the city's physical morphology and social structure. This analytical framework represents both a correction to existing concession studies that have overly emphasized political-diplomatic or socio-cultural approaches, and an attempt to situate Shanghai's urban history within the discourse of global urban studies.

Part One: The Historical Context and Academic Evolution of the Concession Concept
To discuss Shanghai's concessions, one must first confront a terminological complexity. In both Chinese and English literature, the term "租界" actually corresponds to multiple interrelated yet not entirely synonymous concepts: concession, settlement, foreign concession, international settlement, and later free city, among others. The usage of these terms often exhibits subtle differences depending on historical period, discursive context, and the researcher's position.
From the perspective of institutional history, the formation of Shanghai's concessions underwent three distinct phases. The first phase, from 1843 to 1845, was the萌芽期 (germination period). Following the signing of the Treaty of Nanking in 1842, Shanghai was formally opened as a treaty port in November of the following year. The promulgation of the Land Regulations in November 1845 marked the birth of the first concession—the official demarcation of the British Settlement. This document, negotiated between Gong Mujiu, the Chinese official responsible for the Shanghai region, and British Consul George Balfour, ostensibly a regulation governing land leasing, in effect provided an institutional framework for foreigners' residence, trade, and community establishment in China. Although the regulations explicitly affirmed Chinese governmental jurisdiction, provisions prohibiting foreigners from building walls to separate their communities, requiring land leases to be contiguous and uniform, and forbidding the designation of areas exclusively for factories and warehouses that would serve Chinese merchants, already foreshadowed the trend toward self-governance in foreign communities.
The second phase, from 1848 to 1863, was a period of expansion and differentiation. In 1848, the "Qingpu Incident" occurred when an American Episcopal missionary arbitrarily entered the Qingpu County town. Although this incident ultimately concluded with the Qing government's apology and compensation, it became a pretext for the United States to obtain the right to establish a concession in Shanghai—the American government invoked the most-favored-nation clause to demand equal concession privileges as Britain. In 1848, American missionary William J. Boone's efforts to establish an American concession on the north bank of the Suzhou Creek in Hongkew (Hongkou) were initially realized. In 1854, taking advantage of the chaos caused by the Taiping Rebellion, Britain, the United States, and France took the opportunity to revise the Land Regulations, obtaining greater autonomy, including the establishment of the Shanghai Municipal Council as the de facto municipal administrative body and a police force to maintain order. This period of institutional change established the foundational framework for concession self-governance, but also planted the seeds for the uncertain future merging and separation of the three national concessions.
The third phase, from 1863 to 1899, was the period of merger and maturation. In 1863, the American Settlement was formally merged with the British Settlement to form the Anglo-American Settlement (also called the International Settlement), while the French Concession remained independent. This structure persisted until the large-scale expansion of the International Settlement in 1899 and its formal renaming. During this period, institutional development in the concessions became more sophisticated: the functions of the Municipal Council continuously expanded, from initial land management to municipal services including road maintenance, public sanitation, street lighting, education, and culture. The establishment of the customs system ensured that the Chinese government retained some degree of sovereign authority over import and export taxation within the concessions, although this power was long controlled by foreign customs commissioners. Simultaneously, the rise of the Chinese public participation movement and early attempts at local self-governance generated new political tensions within the concessions.
费正清(John King Fairbank)主编的《剑桥中国史》(*The Cambridge History of China*)相关卷册,以及徐中约(Immanuel C. Y. Hsu)的 *The Rise of Modern China*,都对近代中国的条约体系与通商口岸制度有详尽的论述。
In academic history, research on the concessions has undergone an evolution from diplomatic-political history to socio-cultural history, and then to a spatial turn. During the first half of the twentieth century, Chinese and foreign scholars focused primarily on the institutional dimensions of the concessions: the formation and revision of the unequal treaty system including the Treaty of Nanking, the Treaty of Tientsin, and the Convention of Peking; the organizational evolution
