Research Paradigm and Core Propositions of Singapore's Urban Governance
> The study of Singapore's urban governance has long faced a boundary definition dilemma: as the world's only "city-state", its governance logic is different from both the territorial management of ordinary cities and the multi-level governance of sovereign states. This unique governance field not only provides a natural quasi-experimental scenario for research, but also brings challenges to the test of theoretical universality. As of 2024, Singapore has a land area of only 733.1 square kilometers, a resident population of 5.943 million, a per capita GDP of 72,800 Singapore dollars (about 55,000 US dollars), ranking among the top 10 in the world in terms of rule of law index for 18 consecutive years, a home ownership rate of more than 88%, the container throughput of the Port of Singapore ranking second in the world for 12 consecutive years, and the labor force trained by its education system being rated as the best in Asia for 10 consecutive years in the Global Human Capital Competitiveness Report. Behind these seemingly independent indicators lies the deep synergy mechanism of four public pillar systems: housing, port, education and rule of law, which is exactly the core research proposition of this book.

> Existing research on Singapore's urban governance can be roughly divided into three evolution stages. Research results from different disciplinary perspectives provide an important theoretical basis for the conduct of this book, but there are also obvious research gaps. Foreign research started earlier. After Singapore's independence in 1965, it immediately became a key research object in the fields of public policy, urban research and political science: The first stage (1965-1990) is the institutional and administrative research stage, which focuses on the authoritarian governance model and state-building logic of Singapore. Representative achievements include Quah's (1990) systematic study on Singapore's administrative state system[^1], and Low's (1985) early analysis of public housing as a tool of social control[^2]; The second stage (1990-2010) is the segmented policy research stage, with the research perspective shifting from political system to the effectiveness evaluation of specific public policies. Gill & Koh (1995) first correlated Singapore's education system with economic development and verified the positive effect of education investment on human capital accumulation[^3]. Bristow (2000) deconstructed the competitiveness source of the Port of Singapore from the perspective of global supply chain[^4]; The third stage (2010-present) is the systematic governance research stage, with the research focus shifting to cross-field synergy mechanism and long-term competitiveness evolution. Rodan (2016) proposed that Singapore's innovation capability stems from the deep coupling of government, market and education system[^5], and Chua (2019) verified the positive regulatory effect of public housing policy on income equality through empirical data[^6]. Domestic research on Singapore started in the early stage of reform and opening up, mainly focusing on learning from experience, focusing on honest government construction and government efficiency; After 2000, it entered the stage of segmented deepening research, with a large number of special research results on Singapore's housing policy, education policy and port economy; After 2015, systematic governance
