The Impossible City: Why Dubai?
Chapter 1: The Impossible City: Why Dubai?
This city has no freshwater, no arable land, no temperate season, and—strictly speaking—no "locals" in the traditional sense. The indigenous population, including all Emirati nationals across the entire country, is fewer than one million. In summer, the air temperature routinely exceeds 50 °C, and the surface temperature of asphalt can reach 70 °C. Yet on this patch of coastal desert, Dubai has built the world's tallest building (the 828-meter Burj Khalifa), the world's largest shopping mall (Dubai Mall, with more than 1,200 stores), and one of the world's busiest international airports (Dubai International Airport handled roughly 87 million passengers in 2023, ranking among the top three globally).
So the question that drives this entire book is uncomfortable in the best possible way:
*Is Dubai's rise a miracle, or an illusion? Is it an experiment that other cities can replicate, or a one-time historical accident?*
This chapter will not give you a simple "yes" or "no." Instead, it will give you a toolset—the Three Forces Model—so you can answer the question for yourself. By the end of this chapter, you will be able to explain not just why Dubai exists, but why some cities thrive while others stagnate.

Four Counterintuitive Questions: On What Grounds Does Dubai Exist?
Before we dissect Dubai, let's put its "impossibility" on the table. I'll turn the counterintuitive into measurable indicators through four specific questions.
Where does the freshwater come from?
Dubai receives roughly 100 millimeters of rainfall per year—about one-tenth of Beijing's, one-fifteenth of London's. It has no permanent rivers, no natural freshwater lakes. One hundred percent of its drinking water comes from desalination. By 2023, Dubai's desalination capacity was approximately 700 million liters per day, serving the daily needs of the entire resident population and tens of millions of tourists. In other words, every drop of water Dubai residents drink is purchased with oil.
Where does the food come from?
Dubai has no arable land. 99% of its food is imported—by air or sea—from Europe, North America, South America, Australia, and Southeast Asia. In a typical Dubai supermarket, locally produced food accounts for less than 1%. Growing vegetables in the desert? Forget it.
Where do the people come from?
As of 2023, Dubai has a resident population of approximately 3.6 million, but local Emirati nationals account for only 10%–15%. The remaining 85%–90% are expatriates: Indians, Pakistanis, Bangladeshis, Filipinos, Egyptians, Europeans, Chinese. More than 200 nationalities live in this city, speaking more than 180 languages. Dubai is one of the most "globalized" cities on Earth in terms of ethnic composition.
Why do tourists come?
In 2023, Dubai received approximately 17 million international tourists—more than four times its total resident population. Why would tourists come to a 50 °C desert city in summer? The answer is: man-made wonders + tax-free shopping + transit hub. Burj Khalifa, Palm Jumeirah, indoor ski slope, seven-star Burj Al Arab—these are not "natural heritage," but engineered artifacts.
- Put together, the conclusion is crystal clear:
> > Dubai has none of the traditionally defined "urban endowments." > What it possesses is something else—what we'll call the "Three Forces."

The Three Forces Model: A Universal Formula for Urban Drivers
There are many theories explaining cities: geographic determinism, institutional economics, new growth theory... but for a general reader, these are too abstract. I've designed a more intuitive tool—the Three Forces Model. It breaks down a city's growth drivers into three dimensions, each scored from 0 to 10:
(Resource Power)
Resources are not just minerals buried underground. There are four kinds:
*Natural resources: oil, gas, freshwater, land, renewable energy potential.*
*Financial resources: local capital accumulation, banking system, capital market depth.*
*Human capital: education level, skill structure, entrepreneurial spirit of the local population.*
*Brand resources: the city's global recognition and image assets.*
*Key insight: Cities with high resource power tend to take off easily, but they also easily fall into the "resource curse"—once resources are depleted or prices drop, the entire city may collapse. Rotterdam in the Netherlands and Detroit in the United States are negative examples.*
(Geopolitical Power)
The core question answered by geopolitical power is: "Where does it sit?"
A city's geopolitical value has three levels:
Physical location: is it at the junction of continents? On major shipping lanes?*
*Transit hub: density of seaports, airports, railways, highways, and information hubs.*
*Strategic value: its irreplaceability in military, diplomatic, trade, and energy terms.*
*Singapore, Hong Kong, Dubai, Port Said beside the Suez Canal, the cities on either side of the Panama Canal—these places have top-tier geopolitical power. Their existence does not depend on resources, but on "the irreplaceability of the location itself."*
(Institutional Power)
The core question answered by institutional power is: "Can it make decisions quickly?"
Institutional power has three key variables:
- **治理结构**:是单一决策者(君主、独裁者、强 CEO),还是多元协商(议会、联邦、董事会)?*Governance structure: a single decision-maker (monarch, dictator, strong CEO), or pluralistic deliberation (parliament, federation, board of directors)?*
Decision speed: how long does it take from problem identification to policy implementation?*
Policy flexibility: can policies be adjusted quickly? Can they accommodate experimentation?*
*Note: institutional power is not equal to "democracy" or "autocracy." It is a continuum of efficiency and stability. Some cities have high institutional power under democratic systems (e.g., Nordic cities), while some have low institutio
