Chapter 1: Hong Kong's Shape — A City Squished by Mountains and Sea
> 本章關鍵詞 / Key Concepts: 郊野公園 Country Park · 可建地比例 Developable Land Ratio · 地形限制 Topographic Constraint · 衛星圖 Satellite Image · 剖面圖 Cross-section Diagram
*Why are Hong Kong's buildings so tall? Why, when you look up in Mong Kok or Wan Chai, do you see endless grids of windows instead of open sky? Why does New York have broad avenues and Tokyo have wide plains, while Hong Kong's main urban area is wedged between the harbour and the mountains? To answer this, we need to do something that sounds simple but is actually fascinating — flatten Hong Kong and look at it from above.*
*We will start from a satellite image, walk from both sides of Victoria Harbour to Victoria Peak, and then use three numbers — 40%, 25%, 7,500,000 — to turn the phrase "land-scarce and people-dense" from an abstract description into a concrete, computable scientific question.*

1.1 Flatten Hong Kong: First, Learn to Read a Map
What a Satellite Image Tells Us
*Open Google Earth, pull the view up to 30 km above sea level and look south. You will see a very distinctive shape: to the north is Shenzhen, a vast continuous plain. But south of the Shenzhen River, Hong Kong's green is suddenly chopped into "blocks" and "strips," set between deep-blue harbours. This is not because of good greening — it's because of mountains. Hong Kong's mountains occupy almost all the green you see.*
Let's set up a basic reference:
| 地標 / Landmark | 海拔 / Elevation | 與海平面差距 / Difference from Sea Level | |---|---|---| | 太平山頂 Victoria Peak | 552 米 / 552 m | 0(起點 baseline) | | 大帽山 Tai Mo Shan | 957 米 / 957 m | 香港最高峰 / HK's highest peak | | 大東山 Sunset Peak | 869 米 / 869 m | 大嶼山第二高峰 / Lantau's 2nd peak | | 維多利亞港 Victoria Harbour | 0 米 / 0 m | 海水面 / Sea surface |
Two things immediately become clear:
*The vertical distance from hilltop to harbour is extremely short — from Victoria Peak's 552 m to the Central waterfront, the straight-line distance is only about 1.5 km. This means an average slope of roughly 20%, which is steeper than typical building-friendly slopes (usually < 8%).*
*The city is forced into a strip along the coastline and the foot of the mountains — from Tsim Sha Tsui, along both shores of Victoria Harbour eastward to Quarry Bay and Shau Kei Wan, then turning south along Hong Kong Island's north shore. There is almost no "step back."*
A Cross-section is Clearer than a Thousand Descriptions
*A "cross-section diagram" is what you get when you slice through 3D terrain along a line and view it from the side. Geomorphologists, urban planners, engineers all use this tool daily. Let's draw a very simplified cross-section from Victoria Peak to the Central waterfront:*
``` 水平距離 (Horizontal Distance, m): 0 200 400 600 800 1000 1200 1400 1500 海拔 (Elevation, m): 552 480 400 310 220 130 50 15 0 地形特徵 (Terrain Feature): 太平山頂 山腰陡崖 山腳林地 市區建築 海平面 Peak Cliff Forest Urban Sea ```
注意圖中三個關鍵的「門檻」 / Notice three critical "thresholds" in this diagram:
- **海拔 200 米以上 / Above 200 m elevation**:通常被規劃為「不適合密集住宅開發」。原因不只是坡度,還包括地質穩定性、給水困難、消防車難以抵達等。
*Usually classified as "unsuitable for dense residential development." Reasons include not just slope, but also geological stability, water supply difficulty, and inaccessibility for fire engines.*
- **海拔 20–100 米 / 20–100 m elevation**:這是香港中產住宅與郊區別墅的「典型落點」。坡度中等,景觀好,但道路成本高。
*This is the "typical zone" for Hong Kong's mid-rise residential developments and hillside villas. Moderate slope, good views, but expensive road construction.*
- **海拔 0–20 米 / 0–20 m elevation**:香港的「黃金地段」。平地、可填海、可直通交通樞紐。然而這一層在全港比例中不到 8%。
*Hong Kong's "golden zone." Flat, suitable for reclamation, directly connected to transport hubs. However, this layer accounts for less than 8% of the territory.*
給小朋友的第一個練習 / First Exercise for Young Readers:
拿一張 A4 紙,長邊橫放。在左邊畫一座「山」(隨便畫山形即可),右邊畫一條「海平線」。在中間用鉛筆畫一條橫線代表「海拔 0」,再畫兩條水平虛線:一條標 100 米,一條標 300 米。然後給你的「山」塗色:海拔 300 米以上塗深綠(代表郊野公園),100–300 米塗淺綠(代表稀疏住宅或林木),0–100 米塗紅色或橙色(代表高密度市區)。這個簡單的剖面圖,會成為你理解香港所有故事的「視覺鑰匙」。
*Take an A4 sheet, landscape orientation. On the left, draw a "mountain" (any mountain shape); on the right, draw a "sea-level line." In the middle, use a pencil to draw a horizontal line for "0 m elevation," then two horizontal dashed lines: one labeled 100 m, one labeled 300 m. Then colour your "mountain": above 300 m in dark green (representing country parks), 100–300 m in light green (representing sparse housing or forest), 0–100 m in red or orange (representing high-density urban area). This simple cross-section will become your "visual key" to understanding every Hong Kong story.*
1.2 數字會說話:40%、25%、那些被山吃掉的土地
1.2 Numbers Speak: 40%, 25%, and the Land Eaten by Mountains
1.2.1 香港土地的「真實組成」 / The Real Composition of Hong Kong's Land
香港全境陸地面積約 1,068 平方公里(這個數字會根據填海略有變化)。但「陸地」≠「可以用來蓋房子的土地」。在地理學和城市規劃中,我們把土地分成五個類別。我們用一個簡化但具代表性的拆分(註:實際比例隨政府測量略有出入,本表用於教學目的)來建立直覺:
*Hong Kong's total land area is approximately 1,068 sq km (this figure varies slightly with reclamation). But "land" ≠ "land available for building." In geography and urban planning, we divide land into five categories. We use a simplified but representative breakdown (note: actual ratios vary slightly with government surveys; this table is for educational purposes) to build intuition:*
| 類別 / Category | 面積約 (sq km) | 比例約 (%) | 舉例 / Example | |---|---|---|---| | 郊野公園及自然保護區 / Country Parks & Nature Reserves | ~443 | ~40% | 大帽山、大東山、地質公園 / Tai Mo Shan, Sunset Peak, Geopark | | 已建設用地(住宅、商業、道路)/ Built-up Land | ~267 | ~25% | 市區、衛星城市、新市鎮 / Urban areas, satellite cities, new towns | | 林地及灌木坡地(不屬郊野公園)/ Woodland & Scrub (non-park) | ~150 | ~14% | 私人山坡林地 / Private hillside woods | | 農業、漁塘、村落 / Agriculture, Fish Ponds, Villages | ~80 | ~8% | 元朗平原錦鯉養殖 / Yuen Long koi ponds | | 水體及水庫 / Water Bodies & Reservoirs | ~60 | ~6% | 船灣淡水湖 / Plover Cove Reservoir | | 其他(陡崖、岩石等)/ Other (cliffs, rock) | ~68 | ~7% | 海岸懸崖 / Coastal cliffs | | 合計 / Total | ~1,068 | 100% | — |
最關鍵的數字已經跳出來了 / The key numbers jump out:
- **郊野公園 ~40%**:這不是「未來可以開發的儲備地」。根據《郊野公園條例》(Country Parks Ordinance, 1976),除非經過極複雜的法定程序,否則郊野公園內幾乎禁止所有形式的住宅或商業開發。截至 2024 年,全港共有 24 個郊野公園,加上海下採泥區、濕地保育區等「準保護地」,受到嚴格管制的土地接近 45%。
*Country parks ~40%: This is not "reserve land for future development." Under the Country Parks Ordinance (1976), unless through an extremely complex legal procedure, virtually all forms of residential or commercial development are prohibited in country parks. As of 2024, there are 24 country parks in Hong Kong. With marine mud pits, wetland conservation areas, and other "quasi-protected lands," land under strict regulation approaches 45%.*
- **已建設用地 ~25%**:這包括了所有住宅、商業、政府設施、道路、機場、港口、鐵路等。即使在這個類別中,扣除道路、機場跑道、公園、運動場等非住宅用途,純粹可以住人的「住屋用地」大概只佔全港 7–8%。
*Built-up land ~25%: This includes all residential, commercial, government facilities, roads, airports, ports, railways, etc. Even within this category, after deducting roads, runways, parks, sports fields, and other non-residential use
