The Black Sea coast, the Crimean Peninsula, Yalta. This summer palace once belonging to the tsars welcomed three figures who would reshape the world's destiny in the February cold of 1945. The magnificent Livadia Palace witnessed the most crucial gathering in human history—where Roosevelt, Churchill, and Stalin, the three supreme Allied leaders, would determine the postwar world order. At that time, the collapse of Nazi Germany was imminent, the Third Reich's end was waiting beyond the gates of Berlin; but beneath the ruins of Europe, a new iron curtain was quietly rising.
The Yalta Conference, this gathering后世称之为 "a classic example of great power deal-making," lasted from February 4 to February 11, 1945. On the surface, it was a military strategy meeting discussing the final phase of the war against Germany and postwar disposal; but in reality, the three leaders were more concerned with how to seize the greatest strategic advantage for their own nations in this war about to end. American President Franklin Delano Roosevelt was seriously ill; photographs from the Yalta Conference showed this once-vibrant president already displaying obvious fatigue. British Prime Minister Winston Churchill, though still sharp-tongued, found that Britain's tremendous consumption during the war had left the former empire unable to act as it wished. Soviet leader Joseph Stalin, however, carried the confidence of a victor, knowing clearly the chips he held—the Soviet Red Army had liberated vast territories of Eastern Europe, and the blood of millions of Soviet soldiers gave Moscow undeniable leverage in postwar arrangements.
Before the Yalta Conference convened, Europe's fate had actually been decided on the battlefield. The D-Day landings on June 6, 1944, opened the Western Front, but what truly and decisively changed Europe's political map was the sustained offensive launched by the Soviet Red Army from the East. From Stalingrad to Kursk, from Ukraine to Poland, the Soviet Red Army, at the cost of millions of lives, drove Nazi German forces from their own territory and pushed all the way to the banks of the Elbe. By early 1945, the Soviet Union had controlled all or most of Eastern European countries including Poland, Czechoslovakia, Hungary, Romania, and Bulgaria. This military advantage gave Stalin an almost decisive negotiating position at the Yalta Conference.
The core agenda of the Yalta Conference included: postwar disposition of Germany, Polish borders and government composition, UN Security Council veto power, and Soviet commitment to fight Japan. Among these issues, the Polish question was the most sensitive and complex. Poland's geographic position made it a strategic corridor connecting Germany and the Soviet Union; the outbreak of both World Wars was related to this country's fate. At Yalta, discussions on Poland lasted for days, and the final agreement included: Poland's eastern border would be roughly along the Curzon Line, the northwestern region would receive German territory as compensation, and Poland would form a "broadly based democratic government." However, this vague wording planted the seeds for future disputes.
The disposition of Germany was equally a focal point of the conference. The three leaders agreed in principle that Germany would be divided into four occupation zones—the American, British, French, and Soviet zones, with Berlin also to be jointly occupied by the four powers. Germany would be disarmed and the influence of Nazism removed, but subtle differences existed among the three leaders on whether Germany's industrial capacity should be completely destroyed. Roosevelt tended to preserve some of Germany's industrial capacity to avoid making it a permanent impoverished nation; Churchill worried that an overly weakened Germany might become a threat to European stability; while Stalin was most concerned with ensuring the Soviet Union received sufficient war reparations and material compensation. It was estimated that the Soviet Union wanted $10 billion in reparations from Germany, half to be delivered in goods.
Another important gain for Roosevelt at Yalta was Stalin's agreement to join the United Nations. According to the Yalta Agreement, the five permanent members of the Security Council (the United States, the Soviet Union, Britain, France, and China) all held veto power. This arrangement ostensibly guaranteed the equal status of all nations in the United Nations, but in reality gave the five great powers—especially the United States and Soviet Union—special power over international affairs. Roosevelt believed that through this arrangement, the Soviet Union could be incorporated into a postwar international order framework led by the United States, making it a responsible participant in the international system. However, this vision was soon proven to be wishful thinking.
One of the most controversial legacies of the Yalta Conference was Roosevelt's and Churchill's tacit acceptance of Stalin's expansion of influence in Eastern Europe. At that time, Nazi Germany had not yet been completely defeated, the Western Allied forces were still fighting hard along the Rhine, and Britain's material supplies depended largely on American Lend-Lease assistance. Under these circumstances, Roosevelt and Churchill had to acknowledge the Soviet Union's special interests in Eastern Europe in exchange for Stalin's recognition of American and British dominance in Western Europe. This logic of "spheres of influence" was actually a betrayal of Wilsonian idealism—after World War I, American President Wilson had advocated reshaping the European order through the principle of "national self-determination," but at Yalta, this principle was quietly buried by great power deal-making.
Churchill was not unaware of such arrangements. As early as October 1944, Churchill had visited Moscow for a secret deal with Stalin. At that time, Britain and the Soviet Union reached a percentage agreement on Southeast European spheres of influence: Romania—Soviet Union 90%, Britain 10%; Greece—Britain 90%, Sov
